Wright to chair Florida Conservation Commission

Winter Park lawyer Kenneth Wright is the Florida Fish and Wildlife Conservation Commission's new chairman.

The seven-member commission elected Wright at is meeting Thursday in Palm Beach Gardens.

Wright, currently vice chairman, will swap positions on Sunday with Jacksonville construction company executive Kathy Barco, who's chaired the panel for the past year.

The commission also elected Barco as vice chairwoman for the next year.

Wright and Barco both have served on the commission since August 2007. They were appointed by then-Gov. Charlie Crist.

Study identifies causes for high rates of allergic reactions in children with food allergies

A team of researchers from Mount Sinai School of Medicine and four other institutions have found that young children with documented or likely allergies to milk and/or eggs, whose families were instructed on how to avoid these and other foods, still experienced allergic reactions at a rate of almost once per year. Of severe cases, less than a third received epinephrine, a medication used to counter anaphylaxis, a life-threatening allergic condition.

The findings are from an ongoing Consortium of Food Allergy Research (CoFAR) study that has been following more than 500 children with food allergies since infancy. The results of the three-year study appear online in the June 25 issue of Pediatrics.

Nearly 72 percent of the participants experienced a reaction, with 1,171 allergic reactions in total. Allergic reactions were attributed to such factors as a lack of close supervision, misreading ingredient labels, cross-contamination, or errors in food preparation. Participating families had been given written and verbal food avoidance instruction, and written prescriptions for self-injectable epinephrine, beforehand.

"This study reinforces the importance of educating parents and other caregivers of children with food allergy about avoiding allergenic foods and using epinephrine to treat severe food-allergic reactions," said Scott Sicherer, MD, Professor of Pediatrics and Chief of the Division of Allergy and Immunology at Mount Sinai School of Medicine. "We must work harder to thoroughly educate parents about the details of avoidance and when and how to correctly use epinephrine to manage this life-threatening condition."

Approximately 11 percent of the children experienced anaphylaxis, which can include symptoms such as swelling in the throat, asthma, sudden drop in blood pressure, dizziness or fainting. The children's parents or caregivers administered epinephrine in only 30 percent of the cases of children having severe reactions to food. Investigators found children did not receive epinephrine because either the drug was not available, or parents and caregivers were too afraid to administer the drug, or they did not recognize the reaction as severe and waited to see more symptoms.

"We found a significant number of young children received allergenic foods from caregivers other than their parents," said Hugh Sampson, MD, Dean for Translational Biomedical Sciences, Professor of Pediatrics, and Director of the Jaffe Food Allergy Institute at Mount Sinai School of Medicine. "This underscores the need to educate everyone who is responsible for the child, including grandparents, older siblings and teachers."

Dr. Sampson is the lead investigator for COFAR, which is also performing numerous food allergy treatment trials.

The study is taking place at The Mount Sinai Medical Center as well as research hospitals in Baltimore, MD; Denver, CO; Durham, NC; and Little Rock, Ark., with support from The National Institutes of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health. NIAID conducts and supports research?at NIH, throughout the United States, and worldwide?to study the causes of infectious and immune-mediated diseases, and to develop better means of preventing, diagnosing and treating these illnesses.

In North Carolina, a fight over sea levels and science

RALEIGH, N.C. ? When scientists at a state commission predicted that North Carolina's sea levels could rise 39 inches by 2100, coastal business and development leaders weren't alarmed at the prospect of flooding. They were outraged by the report itself.

They complained to state legislators, saying the projection could trigger regulations costing coastal businesses and homeowners millions of dollars.

The result is House Bill 819, a measure that would require sea level forecasts to be based on past patterns and would all but outlaw projections based on climate change data.

The bill, now under discussion by a legislative conference committee, has been ridiculed nationwide. It was mocked by comedian Stephen Colbert and savaged in a Scientific American blog post titled "N.C. Considers Making Sea Rise Illegal."

It has also focused attention on the political shift in North Carolina, where Republicans in 2010 won control of the state Legislature for the first time in a century.

The legislation would outlaw "scenarios of accelerated rates of sea level rise unless such rates are from statistically significant, peer-reviewed data and are consistent with historic trends."

Scientists and environmentalists say the bill would legislate science and inhibit research. Orrin H. Pilkey, a geology professor emeritus at Duke University, said making projections based only on past sea level changes is like limiting hurricane warnings to the precise spots where hurricanes have struck.

Stanley R. Riggs, an East Carolina University geologist and one of 19 scientists who made the 39-inch projection, said the bill represents "a criminally serious disregard for science."

The Science Panel on Coastal Hazards of the state Coastal Resources Commission consists of marine scientists, geologists and engineers who relied on tide gauges, satellite altimetry, storm records and geologic data. They cautioned that predicting long-term sea level change is "an inexact exact science," saying the report reflects "the likely range" of sea level rise due to global warming and the melting of ice shelves.

Because sea levels and scientific knowledge are advancing rapidly, Riggs said in an interview, the panel recommended recalculating sea level projections every five years.

The bill's backers issued their own projections, using data from tide gauges and carbon dioxide levels, and citing studies that project no or minimal sea level rise. They predict a rise of, at the most, 8 inches ? and contend that sea levels are actually receding in some coastal areas. They say the 39-inch projection would restrict economic development, send insurance rates skyrocketing and decrease coastal property values.

"It's a death sentence for coastal North Carolina," said Tom Thompson, who leads the coastal business group, known as NC-20 for its representation of 20 coastal counties. "It could quite frankly kill development on the coast."

Thompson, director of the Beaufort County Economic Development Commission, called the 39-inch prediction "dishonest statistically" and no better than a coin flip. In an interview, he dismissed climate change as "a phobia" pushed by environmentalists.

John Droz Jr., NC-20's science advisor, said commission scientists were "bent on promoting their personal political agenda." NC-20's projections "are entirely about the science" and have nothing to do with developers, or economics, Droz wrote in a letter to the News & Observer newspaper.

Republican state Sen. David Rouzer, a sponsor of the bill, did not respond to requests for comment. After the measure was endorsed by a state Senate committee June 7, Rouzer told reporters:

"If you're going to use science when you really can't validate it ? you're going to be implementing policy and rules and regulations that can have a very, very negative impact on the coastal economy of this state."

A spokeswoman for Gov. Bev Perdue, a Democrat, said the governor would not announce her position on the bill unless it was passed by the Legislature.

Biology professor Robert B. Jackson, who directs Duke University's Center on Global Change, warned a Senate committee earlier this month that denying rising sea levels puts coastal residents and property at risk of serious flooding.

"There are many things we can do something about if we use this data," Jackson said. "I don't see why taking into account the range of possible futures costs us money, compared to naively assuming the best-case scenario."

Riggs, the geologist, said the panel had preferred to report a range of projected sea level rises ? from 15 to 18 inches to 55 inches, based on each member's projections. But because the commission demanded an absolute number, the panel took the mean of the range, or 39 inches.

Comedian Colbert brought the debate to a national audience, wisecracking in a segment titled "Sea, No Evil" on the June 4 "Colbert Report": "If your science gives you a result you don't like, pass a law saying the result is illegal. Problem solved."

The bill has triggered lively debate on social media, websites and the letters page of the News & Observer. The paper's editorial board called the bill "a burst of legislative folly."

One letter, titled "Sea-Level Fiction," said the bill "reveals just how far the climate change-deniers and their anti-environmental, science-hating minions have penetrated" state government. Another, from an environmental technology professor at North Carolina State University, said: "We are the laughingstock of the nation."

In a recent full-page newspaper ad titled "The N.C. General Assembly wants to ignore science," the Southern Environmental Law Center said the sea level bill would "set a dangerous precedent of politicians telling scientists what data they may and may not use."

Jodi Jaecks, 47, pressed for months to swim topless in a city pool after her double mastectomy made wearing swim tops painful. The Seattle Parks and Recreation Department has decided to allow Jaecks to swim topless in a public pool. Parks Superintendent Christopher Williams says there?s nothing to alarm the public, so the department decided to make an exception to its dress policy for public?pools.

SEATTLE ? A Seattle breast cancer survivor whose breasts were surgically removed has gained the permission to swim topless at a city?pool.

But Jodi Jaecks, 47, wants to make sure her privilege is also extended to other breast cancer survivors who want to swim?comfortably.

?Initially when I heard about the reversal, I was elated. Then it came that it wasn?t a policy change, it was just an exception for me. Then I was quite deflated. It seemed like it was a reaction that it was just meant to appease me,? Jaecks said?Thursday.

Seattle Parks and Recreation Superintendent Christopher Williams announced Wednesday that he was giving Jaecks an exception to the department?s clothing?policy.

?Our original concern stems from our responsibility to accommodate the needs of all our patrons. In this case, I see nothing that might alarm the public,? Williams said in a statement. He was reacting to an article about Jaecks that was published in the Stranger weekly newspaper, which also ran a picture of her?topless.

Parks spokeswoman Dewey Potter said Thursday that Williams has decided to create a committee made up of cancer survivors, parks staff, King County health representatives and others to come up with a new?policy.

Until a new policy is written, Williams will review on a case-by-case basis requests from people who have had surgery and want to?swim.

After enduring two surgeries, rounds of chemotherapy and the surgical removal of both her breasts in March 2011, Jaecks wanted to turn to swimming to regain her strength. But swimsuit tops proved too uncomfortable, and nerves on her chest remained tender, Jaecks?said.

So she asked the manager at her city pool if she could swim topless this past March. Eventually, she heard from the head of the aquatics department, who told her she?couldn?t.

?And that?s when they said it was a policy that they required gender-appropriate clothing ? regardless if I had nipples or whatever,? Jaecks?said.

Potter said pool staff was following city policy. But she said it was ?unfortunate? the issue didn?t get to Williams? attention until?now.

She is planning a swim Monday. Her exception extends only to adult lap?hours.

She plans to meet with Williams next week and ask that her exception be extended to anyone who survived breast cancer. Jaecks said cancer patients shouldn?t be made to feel self-conscious by having to ask for special?permission.

JBLM soldier from California dies in Afghanistan

JOINT BASE LEWIS-MCCHORD, Wash.? -- The Defense Department says a 22-year-old soldier from Gustine, Calif. has died in Afghanistan of wounds suffered from enemy small arms fire.

Sgt. Jose Rodriguez died Tuesday near Maiwand in Kandahar province.

He was assigned to the 4th Battalion, 23rd Infantry Regiment, 2nd Stryker Brigade Combat Team, 2nd Infantry Division at Joint Base Lewis-McChord, Wash.

The base said Rodriguez entered the Army in August 2008.

This was his second deployment to Afghanistan. He deployed with the 2nd Stryker Brigade in April.

App eases public transit woes for blind and disabled riders

Researchers in Barcelona have created an app that may prove useful to riders of public transit who are blind, deaf or otherwise disabled. OnTheBus hooks into GPS and transit data and alerts the user where and when they need to board, signal and disembark.

While transit systems make some allowances for riders who may be unable to see or hear when the bus arrives, or they themselves have arrived at their stop, there are doubtless many riders who could use some additional help.

After checking a few routes with the user, the app will direct them to the nearest bus stop and inform them when their bus should be arriving. Once on, it will tell them how many stops they will be riding for, and tells them when to activate the "stop" cord or button. And once they've returned to the pavement, it continues guiding them to their destination with walking directions.

Users don't have to type, either: The app will accept voice input or writing with symbols, and a separate interface was designed for people with severe visual impairment or total blindness. You can watch a demonstration of the app below; it's in Spanish, but the functionality is easy to understand:

It only works with buses for now, as the GPS signal would be blocked in subway systems. But the researchers are looking to expand into other transit styles, and are even considering adding augmented reality features to help people locate stops ? for instance, after determining the user's position and orientation, the phone's camera could display the bus stop through the landscape and give turn-by-turn directions.

The OnTheBus database currently supports buses in Barcelona, Madrid, and Rome, in several languages. The makers hope to expand it to other cities and languages, though beyond the next few their plans are not being stated. The app is available now for Android.

Along with outing its new IPS displays, HP is announcing an 18.5-inch internet monitor today. The Passport 1912nm is targeted at businesses such as hotels and cyber cafes, allowing users to access the web via Firefox and access photos, video and music via a simple five-icon home screen. There's an ARM CPU, 2GB of Flash RAM and 1GB of DDR2 memory under the hood, and the 1366 x 768 is bundled with a USB keyboard and mouse. Connections include five USB ports, Ethernet and a 4-in-1 media card reader. The Passport 1912nm goes on sale today for $259, though you're probably more likely to encounter the internet monitor in an airport or store than to shell out for a web kiosk of your own.
